Well, we all have our opinions, friend.
But for me, Max and Chloe are in love and always have been.
Look at the entire game. Look at all the shit Max went through. Look at all the things she saw and felt.
Did she have to go through all that?
No.
Max could have easily walked out on Chloe again. She could have easily not given a shit about a missing girl shes never met, but she does. She does because Max cares about Chloe and cares about the things that are important to her.
Hell, Max cares so much that she is willing to rip apart space and time just to make Chloe happy.
And she does.
Max is willing to give up her dream of becoming a photographer for Chloe. She’s willing to give up everything just to keep her safe and alive.

In her journal, Max constantly talks about how much Chloe means to her. She constantly says it too.

I mean, Max clearly has feelings for Chloe. She flat out says it, and goes on a 3-page rant about it in her journal!
And Chloe with the whole “Max. Boss with the gun. Marry me” thing?
And Max not saying “No”
The “I just don’t think anyone is good enough for you… except me”.
ALL THE FLIRTING?!?!
They kissed too, (if you choose to do so) and even then Max later say she wishes she had kissed Chloe.
And Chloe protects her multiple times, from Frank, Nathan, David, even from her nightmare herself.
Chloe is willing to sacrifice herself so that Max doesn’t have to deal with the guilt of killing thousands just to keep her alive. She doesn’t want to put that pain on Max.
Because she loves her.
There’s even cut audio of Max SAYING she loves Chloe.
So yeah… I think they’re in love.
But, hey, what do I know?
You know.. She maybe doesnt love me back, but its fine, because at the end, all the best ships arent canon.
